Double struck very unevenly; only about 1/2 of punch landed on blank. Blackened, worn surface.

Obverse: Head of emperor (?) facing r. Possibly Valens. ---SPF A---- (Might have been IMP VALEN SPFAUG)

Reverse: Probably winged Victory holding wreath -----AS REIPU------ (SECURITAS REPUBLICAE)
